History
The Second Amendment of the United States appears in the Bill of Rights, which was ratified on December 15, 1791. The amendment was initially proposed by James Madison to appease anti-Federalist concerns over a National Army infringing on the rights and liberties of private individuals. Today, one of the central debates among gun control and gun rights activists is whether the Second Amendment extends liberties to individuals or if it is limited to organized groups and militias.
